About the Journal

Iraqi Journal for Computers and Informatics is an open access, double-blind peer reviewed, international academic journal published biannual (since 2017).It is institutional journal issued by the University of Information Technology and Communications (UoITC) in Baghdad- Iraq. IJCI aims to contribute to the constant scientific research and to provide a sober scientific journal that enriches scholars around the world.

IJCI Scope

Double-Blind Peer Review Process

IJCI journal depends on Open Journal System in order to manage the journal. The IJCI accepts manuscripts after a double blind peer review process. The review process of manuscripts depends on multinational and national referees who are specialized in the domain of the subject. Authors should clarify their expressions and take in consideration that the purpose of publication is the disclosure of technical and academic knowledge. Complex or poor presentation may obscure the significant work. Referees treat the contents of the submitted papers under the review process as privileged information not to be disclosed before publication. No one of those who have an access to a paper under review will make any illegal use of any information included in a paper. The editor evaluates the recommendation and notifies the author of the manuscript status. The manuscript may be accepted for publication, accepted for publication with minor corrections, accepted for publication with major corrections with necessary review, or rejected. Authors are notified with the first decision by email within two months. The comments of editors and reviewers will be sent to authors. Authors respond to the suggested modifications then resubmit the manuscript within ten days after receiving the manuscript status.

Biannual Publication Frequency

IJCI publishes two issues per year. However, the journal depends on open volume policy and publishes articles online as they are accepted, without necessarily waiting for a complete number to be completed.

Copyrights

IJCI applies the Creative Commons Attribution (CC BY) license to articles. The author of the submitted paper for publication by IJCI has the CC BY license. Under this Open Access license, the author give an agreement to any author to reuse the article in whole or part for any purpose, even for commercial purposes. Anyone may copy, distribute, or reuse the content as long as the author and original source are properly cited. This facility helps in re-use and ensures that journal content is available for the needs of research.

If the manuscript contains photos, images, figures, tables, audio files, videos, etc., that the author or the co-authors do not own, IJCI will require author to provide the journal with proof that the owner of that content has given the author written permission to use it, and the owner has approved that the CC BY license being applied to content. IJCI provides a form that author can use to ask for permission from the owner. If the author does not have owner permission, IJCI will ask author to remove that content and/or replace it with other content that the author own or have such permission to use.

Many authors assume that if they previously published a paper through another publisher, they have the rights to reuse that content in their PLOS paper, but that is not necessarily the case – it depends on the license that covers the other paper. Author must ascertain the rights he/she has of a specific license (a license that enables author to use the content). Author must obtain a written permission from the publisher to use the content in IJCI paper. Author should not include any content in her/his IJCI paper without having the rights to use, and always give proper attribution.

The accompanying submitted data should be stated with licensing policies, the policies should not be more restrictive than CC BY. IJCI has the right to remove photos, captures, images, figures, tables, illustrations, audio and video files, from a paper before or after publication, if these contents were included in author paper without permission from the owner of the content.

Journal History

IJCI was founded by the National Computer Center in Iraq in 1977. Its name was "Electric Computers" and then renamed to "Iraqi Journal for Computers and Informatics" in 2010. The journal published all papers in Arabic until 1996; both in Arabic and English from 1996 to 2002; in English only since 2014. For compelling circumstances, the journal stopped to publish from 2002 to 2013. The journal publishes two issues per year except the period 2014-2016 since it is resumed to be published after a long stop term. IJCI is disengaged from the National Computer Center in Iraq and linked it with Iraqi Commission for Computers and Informatics in 2002; and it is disengaged from the Iraqi Commission for Computers and Informatics and is linked it with the University of Information Technology and Communications in 2016. Unfortunately, not all volumes are available due to war circumstances in Iraq.
